COSTA AZUL
THE FOUNDER

Discipline scales.

Costa Azul Contracting Group was founded by a United States Marine Corps Explosive Ordnance Disposal operator. The job description was simple. Approach what no one else will. Render it safe. Walk back. The training was anything but simple. Years of pressure, precision, and decisions where the margin for error was zero.

That standard is the company's standard.

What started in 2018 as a one-person operation is now a 25-person field team executing federal, institutional, and Fortune 500 construction projects across Southern California. The certifications are stacked. The past performance is documented. The bonding is in place.

But the real differentiator is older than any of it. It is the discipline of an operator who learned, in the most consequential environment imaginable, that the only acceptable outcome is the one you said you would deliver.

"In EOD, the standard is render safe. In construction, the standard is render right. Same operator. Same calm. Different mission."
FIELD NOTE · N° 03 EOD SCHOOL · EGLIN AFB RECORD ON
FROM FIELD TO FIELD

The standard came from a place where the standard mattered.

EOD school is where the Marine Corps decides whether an operator can hold composure with their hands on a live device. The answer is not a feeling. It is documented in the way they breathe, the way they call out steps, the way they hand off to the next operator. Render safe. Confirm. Withdraw.

Costa Azul carries that documentation forward. Pre-construction risk register. Daily safety stand-up. Owner-facing closeout binder. Different mission. Same operating system.

FRAMEWORK · 04 STEPS

The Render Safe Protocol.

Our project execution methodology, adapted from EOD field doctrine. The standard that defuses bombs is the standard that delivers projects.

RENDER-SAFE OBJECTSTEP 04 / 04
WIREFRAME · NTC-7SECURE
  1. 01 · THREAT ASSESSMENT

    Map the risk surface.

Before a single tool moves, we map the project's risk surface. Schedule, scope, safety, compliance, subcontractor exposure. EOD does not approach a device without a full picture. Neither do we.

  2. 02 · STAND-OFF DISCIPLINE

    Hold the perimeter.

EOD operators maintain a calculated stand-off from every device. On a jobsite, that translates to documented safety perimeters, clear chain of command, no improvisation. Discipline scales.

  3. 03 · RENDER SAFE EXECUTION

    Hands steady. Pace measured.

The EOD operator's job is to render a threat inert without detonation. Translated to construction, deliver the project without escalation, without rework, without surprise. Outcome certain.

  4. 04 · AFTER-ACTION REVIEW

    The work compounds.

Every EOD call ends with a debrief. Every CACG project ends with a closeout report. Lessons captured. Performance documented. Past performance file updated for the next federal pursuit.

What the people who pay invoices say.

CASE FILE2024-CV-001
They executed without theatrics. Schedule moved. Submittals came back before they were due. That is rare on a NAVFAC job.

We needed an SDVOSB on the bid with documented past performance, not a letterhead. Costa Azul carried the qualification AND the work. Both.

Operational continuity was non-negotiable. They ran a TI through an active lab and never produced a single incident report.
